Foreword

The photographs, photo collages, and articles presented in Part 20 of the Borden Report 2026 provide a visual and journalistic record supporting the issues examined throughout this report. They add an important human perspective to government records, financial data, emergency-response records, testimony, and program documents.


The photographs document veteran facilities, meals, living conditions, community involvement, donations, recreation, and support services. Several collages compare conditions and activities at MANA House in Phoenix with reported conditions at the Borden Avenue Veterans’ Residence. These comparisons are not intended to suggest that the programs are identical, but to illustrate different approaches to veteran transitional services, community involvement, nutrition, facilities, and daily life.


Part 20 also includes articles written by Pena and other journalists addressing veteran homelessness, housing, government services, advocacy, and the experiences of veterans navigating public and nonprofit programs. These articles provide additional historical and lived-experience context for the subjects examined in the report.


The photographs and articles are not substitutes for official records or independent investigation. They serve as documentary and journalistic evidence that can illustrate conditions, preserve firsthand observations, and identify matters requiring further review.
